Return to Learn Plan & ESSER III Plan

Under the Elementary and Secondary School Emergency Relief III ARP Fund (ESSER III), funds have been allocated to address the impact that Novel Coronavirus Disease 2019 (COVID-19) has had, and continues to have, on elementary and secondary schools across the nation.  The ESSER III Plan outlines how funds from the American Rescue Plan (ARP) ESSER III will be used by East St. Louis School District 189. This plan focuses on four areas to ensure the safety of our students and staff as well as addresses learning loss that occurred during the COVID-19 global pandemic. The four primary areas of focus prioritized to maximize in-person instruction include:

  1. Prevention and mitigation strategies
  2. Addressing the academic impact of lost instructional time
  3. Other interventions
  4. Responding to the needs of all students

The district’s original RETURN TO LEARN PLAN for School Year 2021-2022 was posted in August 2021. For the Spanish version, Click Here. Students, parents, as well as community stakeholders, were invited to share feedback regarding the proposed plan via survey by Friday, August 13. This survey is now closed.

While the school year began under the outline of the draft Return to Learn Plan, community feedback was incorporated into the final Return to Learn Plan before approval by the Board of Education in late August.  Additional revisions may be made based on fluid and changing guidance from the CDC, IDPH and Illinois State Board of Education (ISBE).  The most current Return to Learn Plan will be posted on our website.
