School Board of Education
East St. Louis School District 189 receives guidance from a locally elected Board of Education. The elected Board Members provide a critical service to their local community. First and foremost, the School Board is focused on decisions to benefit students. Members commit to monthly Board Committee Meetings and the monthly full Board Meeting, where they make decisions about school programs, facilities, policies, and finances.
Board Members are accountable for the performance of their schools and ensure that students receive the best education for the tax dollars spent. Board Meetings are accessible to the public.

Timothy Lockett Sr., President
Timothy Lockett, Sr. was elected to the East St. Louis School Board in 2021 after being appointed to fill a vacancy by a previous member. Mr. Lockett was sworn in as a board member on February 18, 2021. Mr. Lockett was appointed to serve as the Board President on January 24, 2023. He previously served as Vice President from May 4, 2021-January 24, 2023, as well as the Chair of the Finance Committee and as a member of the Personnel and Buildings and Grounds Committee. He currently serves as Chair of the Buildings and Grounds Committee and the Personnel Committee, and is a member of the Finance Committee.

Willie B. Ray, Vice President
Willie B. Ray was elected to the East St. Louis School Board in 2021 and was sworn in on May 4, 2021. She was appointed as Vice President on January 24, 2023. She served as Board Treasurer from August 17, 2021-January 24, 2023 and previously served as Chair of the Curriculum/Policy. She currently serves as the Chair of the Vocational Education Board. She is also a member of the Personnel Committee and East St. Louis Area Joint Agreement (Special Education Board).

Walter L. Hood, Treasurer
Walter L. Hood joined the East St. Louis School District 189 School Board on February 24, 2023 after being appointed following a vacant board position. He was elected to the East St. Louis School Board in 2023 and was sworn in and appointed to serve as Treasurer on May 1, 2023. He formerly served as a member of the Vocational Education Board, the Policy/Curriculum Board and the East St. Louis Area Joint Agreement (Special Education Board). He is currently the Chair of the Finance Committee and serves as a member of the Personnel Committee and the Buildings and Ground Committee.

Latoyia S. Mosley, Secretary
Latoyia S. Mosley was elected to East St. Louis School Board in 2023 and was sworn in on May 1, 2023. She was appointed to serve as the Secretary on June 26, 2023. She is currently the Chair of the Area Joint (Special Education) Committee and a member of the Buildings & Grounds Committee and the Vocational Education Board.

Remy Dean, Member
Remy Dean was appointed to the East St. Louis School Board beginning July 18, 2023 to fill a vacancy of a previous member. She began serving on the Finance Committee in March 2024. She was elected to a four year term and sworn in on April 29, 2025. She is currently the Chair of the Curriculum Committee and a member of the Finance Committee and the Policy Committee.
