Parent and Family Engagement Compact:
CompactTitle I SCHOOL-PARENT COMPACT
2024-2025
East Saint Louis School District 189 and the parents of the students participating in activities, services,
and programs funded by Title I, Part A of the Elementary and Secondary Education Act (ESEA)
(participating children), agree that this compact outlines how the parents, the entire school staff, and the
students will share the responsibility for improved student academic achievement and the means by
which the school and parents will build and develop a partnership that will help children achieve the
State’s high standards.
School Responsibilities:
1. Provide high-quality curriculum and instruction in a supportive and effective learning
environment that enables the participating children to meet the State’s student academic
achievement standards as follows:
● Create a caring community of learners where students have opportunities share their
interests and parts of their culture
● Ensure that all students can participate and feel successful in all classroom activities
● Encourage student efforts and provide individual feedback to support continued learning
● Use strategies that support deeper levels of understanding
● Provide opportunities to practice social skills during group and whole class instruction
● Plan and adapt curriculum and instruction to meet each student’s needs
● Monitor and measure student progress and growth toward state learning standards
● Assess student knowledge and skills
● Value families as a resource that support the curriculum
2. Hold parent-teacher conferences during which this compact will be discussed as it relates
to the individual child’s achievement. Specifically, those conferences will be held:
October 24-25, 2024 | January 17, 2025 | March 28, 2025
3. Provide parents with frequent reports on their children’s progress. Specifically, the school
will provide reports as follows:
● Progress reports
● Report Cards
● Assessment Performance Reports (eg. NWEA, IAR, SAT)
● 24hr Skyward Family Access Center (Grades, Assignments, Schedules, and Attendance)
4. Provide parents reasonable access to staff. Specifically, staff will be available for consultation
with parents as follows:

5. Provide parents opportunities to volunteer and participate in their child’s class and to
observe classroom activities, as follows:

● Monthly parent engagement activities are scheduled and will be identified on the school
calendar. See the school calendar, visit the website or Skyward for scheduled activities.
● Individual classroom opportunities will be communicated by the classroom teacher.
● Parent Teacher Organization meetings are held monthly as scheduled by location.
Parent Responsibilities
We, as parents, will support our children’s learning in the following ways:
Describe the ways in which parents will support their children’s learning, such as:
● Monitoring attendance.
● Ensuring that homework is completed.
● Monitoring the amount of television children watch.
● Volunteer
● Participating, as appropriate, in decisions relating to my child’s education.
● Promoting positive use of my child’s extracurricular time.
● Staying informed about my child’s education and communicating with the school by promptly
reading all notices from the school or the school district either received by my child or by mail and
responding, as appropriate.
● Serving, to the extent possible, on policy advisory groups, such as being the Title I, Part A parent
representative on the school’s School Improvement Team or other school/district advisory council
or policy groups.
● Participating in Superintendent’s Key Communicators Network
● Support the student in adhering to Student Code of Conduct and Student Handbook
Student Responsibilities
We, as students, will share the responsibility to improve our academic achievement and achieve
the state’s high standards. Specifically, we will:
● Actively participate in class discussions and other learning activities
● Do my homework every day and ask for help when I need it.
● Read at least 30 minutes every day outside of school time.
● Give my parents or the adult who is responsible for my welfare all notices and information
received by me from my school every day.
● Promote a safe learning environment
● Arrive to class on time with necessary materials
● Adhere to the Student Handbook and Student Code of Conduct.

Every Student Success Act (ESSA) Right To Know Letter
Parents Right-to-Know

Dear Parents and/or Guardians:
On December 10, 2015, President Barack Obama signed the Every Student Succeeds Act (ESSA) into law. ESSA replaces the No Child Left Behind Act (NCLB). In accordance with ESSA, school districts who receive Title I funds to support students’ academic success are required to notify families they have the right to request, and receive in a timely manner, information regarding the professional qualifications of the student’s classroom teachers, including, at a minimum, the following:
(I) Whether the student’s teacher—
(i) has met State qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction;
(ii) is teaching under emergency or other provisional status through which State qualification or licensing criteria have been waived; and
(iii) is teaching in the field of discipline of the certification of the teacher.
(II) Whether the child is provided services by paraprofessionals and, if so, their qualifications.
In addition to the information stated above, parents of students in schools that receive funds under this part may request—
(I) Information on the level of achievement and academic growth of the student, if applicable and available, on each of the State academic assessments required under this part; and
(II) timely notice that the student has been assigned, or has been taught for 4 or more consecutive weeks by, a teacher who does not meet applicable State certification or licensure requirements at the grade level and subject area in which the teacher has been assigned.
Our staff is committed to helping your child develop the academic knowledge and critical thinking he/she needs to succeed in school and beyond. That commitment includes making sure that all of our teachers and paraprofessionals are highly skilled.
