    Dear School District 189 Staff, Families, Students, and Stakeholders,

    School resumes Tuesday, August 17th, for School Year 2021-2022 and we look forward to welcoming our students back.  While many are excited to have a “return to normal,” please know that extensive safety protocols are in place to promote a safe and healthy school environment during the ongoing COVID pandemic.  School District 189 will adhere to current guidelines from the Centers for Disease Control (CDC) and Illinois Department of Public Health (IDPH).  Additionally, we continue to partner with East Side Health District to monitor and respond to local changing conditions.

    School Format

    All students, from preschool through grade 12, will be engaged in full-day in-person learning, five days per week.  Remote instruction will only be made available for students while they are under quarantine consistent with guidance or requirements from a local public health department or the Illinois Department of Public Health.  These conditions are in accordance with the May 2021 resolution from the Illinois State Board of Education.

    Safety Measures

    We are committed to implementing necessary measures that help ensure the safety of all students and staff.  Each campus has temperature scanners, social distancing markers, protective plexiglass dividers, touchless water refill stations, appropriate cleaning supplies, and personal protective equipment (PPE) to support healthy school and work environments.  All students and staff, regardless of their vaccination status, will be required to wear face masks consistently and correctly.  Breakfast and lunch will be provided to all students and safety measures are in place specifically for these activities.  Each campus has protocols for COVID-19 contact tracing in collaboration with East Side Health District and our Human Resources Department.  Further safety details are outlined in our Return to Learn Plan.

    Vaccinations

    The Pfizer COVID-19 vaccine is widely available for free to students ages 12 and older.  While it is not a requirement for eligible students to be vaccinated for COVID, it is highly recommended. School District 189 is partnered with East Side Health District to host a COVID vaccination clinic on Friday, August 13, 2021, that is open to all community residents who are 12 or older.  Please contact East Side Health District directly to receive the COVID vaccine for your eligible child or yourself.

    School District 189 follows the mandates of IDPH with regard to required school immunizations for students.  New students in the district, as well as students entering preschool, kindergarten, sixth and ninth grades, must present proof of the required state of Illinois physical examination and immunizations.  All students are expected to be in medical compliance prior to beginning school.

    On-Site PCR and Rapid COVID-19 Testing

    School District 189 will use two on-site testing methods as additional prevention strategies that support a safe learning environment. These include: 

    • Shield Illinois Test - This saliva-based PCR test will be used weekly to test students for COVID.  Staff participation is optional.  Shield is a highly sensitive test that identifies those who are asymptomatic carriers of the virus.  Results are provided in less than 24 hours.  To promote a safe learning environment, parental consent is assumed for students to participate.  Parents may request to receive a Shield Exemption Form and complete it based on the student's physical inability to participate or religious restrictions only.  Exemption requests must be reviewed and approved prior to student exemptions from participation in the Shield saliva testing program.  More information can be found on our website at www.estl189.com
    • Abbott BinaxNOW COVID-19 Rapid Antigen Test - This test is used for the Test To Stay program.

    Return to Learn Plan

    While the school year will begin under the outline of the draft Return to Learn Plan, community feedback will be incorporated into the final Return to Learn Plan before it is approved by the Board of Education in late August.  Additional revisions may be made based on fluid and changing guidance from the CDC, IDPH, and Illinois State Board of Education (ISBE).  The most current Return to Learn Plan will be posted on our website.

    School Uniforms and Supplies

    We know that times are tough and parents may have difficulty providing their students with school uniforms and school supplies.  Please prioritize providing school uniforms and making basic supplies such as paper, pens, pencils, and highlighters available at home for students to use.  Schools will have adequate student supplies of masks, tissues, hand sanitizer, and other PPE.  Please contact your child’s school if you need assistance with school uniforms or supplies.

    School District 189 students are expected to dress in school uniform and fully adhere to the district’s dress code policy.  Uniform expectations include:

    • White, black, navy blue or powder blue: Shirts/blouses
    • Mason/Clark 5th Graders Only: Red shirts/blouses

    Immunization Records

    If your child is currently enrolled in School District 189, you do not have to re-register but you must provide updated contact and emergency information and updated immunization records. This can be completed during the summer at the Family and Community Engagement Center (401 Katherine Dunham Place) or at your student's school orientation in August. Updated information must be collected by Tuesday, August 17th, the first day of school in 2021.

    NEW students enrolling in the District should complete a packet and gather all necessary documents including updated physical and immunization records.  To complete registration, the following documents are needed:

    1. Child Identification: Original State Certified Birth Certificate 

    2. Parent Identification: Valid Driver's License, Valid State ID or Valid Voter's Registration Card

    3. Two Proofs of Residency: Current utility bill for gas, water or electric; signed deed, occupancy permit with your name on it

    4. Current Health Records: State of Illinois Physical Examination Form including all immunization information; dental exam; eye exam (by eye doctor).

    Additional Notes:

    If you are living with someone who is a resident in School District 189, they will need to come in with you to register your child.

    If you have custody of the student and are a resident of School District 189, you must bring proof of guardianship.  

    If you are renting in the School District 189 area and do not have a lease, a) your landlord must come with you to you verify your lease agreement and b) the landlord will need to bring proof of ownership of the property.

    If your child does not have a number, please contact the Social Security Office at 1-800-772-1213. Under federal law, however, East St. Louis School District 189 will enroll your child even if he or she does not have a Social Security number.
