PUBLIC NOTICE

NOTICE OF A PUBLIC MEETING

On May 9, 2024 at 9:00 am, a meeting will be conducted by East St. Louis School District 189.
This meeting will take place at the District 189 Board Building in the 2 nd Floor Conference
Room. The purpose of the meeting will be to discuss the district’s plans for providing special
education services to students with disabilities who will attend private/parochial schools and
home schools within the district for the 2024-2025 school year. If you are the parent of a home-
schooled student who has been or may be identified with a disability and you reside within the
boundaries of District 189, you are urged to attend.

Parent Notice

This notice is to inform you of some changes to Illinois law affecting parents of students with IEPs.

-Parents will be provided with a draft copy of all documents for parents at least 3 days in advance of any IEP meeting, including Eligibility meetings.  This will allow you to preview the documents and have an improved opportunity for specific questions and discussion during meetings. 

-Parents must be informed of their right to review and copy their child’s school student records prior to any IEP meeting

-School districts must create and maintain related service logs for speech and language services, occupational therapy services, physical therapy services, social work services, counseling services, psychology services, and nursing services, which must be available to parents at any time upon request.

To meet these new obligations, the Special Education Department will provide IEP related documents upon request via “Family Access” in Skyward.  Please refer to the District’s website, www.estl189.com ,for log-in information when registering or updating contact information.  If you do not know your login information, call your child’s school and the clerk can assist.  If you would like documents another way, please provide a statement in writing to the Special Education Department.

Civil Rights/Section 504

If your student does not qualify for special education services with an individualized education program (IEP), they may qualify for services under Section 504 if the student meets certain criteria.
