    Mission Statement: To prepare a highly skilled 21st Century Workforce.

    The goals of East St. Louis School District 189 Career Technical Education (CTE)  Programs are to cultivate potential in our students by integrating rigorous classroom instruction with relevant, work-based experiences that inspire, guide, and empower them for industry trades through industry certifications and post-secondary college and careers. Our CTE programs will bridge the academic, employability and technical skills by developing community partnerships that prepare our students for leadership roles in the working world.

    Dual Credit Enrollment Programs through Southwestern Illinois College (SWIC):

    Dual credit is a SWIC-high school partnership program, where qualified students can earn college credit and high school credit in the same class. College classes are taught at the high school by SWIC-approved high school instructors using college curriculum.

    Services Offered to the Public

    ***All services are performed by our Advanced Students and supervised by our Certified Instructors.

    • Automotive: Oil Change and Basic Brake Work ($15.00/hour) Diagnostic Check/Basic Maintenance/Complete Walk Around Service (Free of Charge) CUSTOMER MUST PROVIDE PARTS. Minimum Required Donations are accepted and vary based on the service.
    • Audio Visual: Audio Commercials and Public Service Announcements to air on the Student Radio Station (WESH Flyers Radio @ www.spreaker.com/eastsideflyersradio) and video recording services Minimum Required Donations are accepted and vary based on the service.
    • Construction: Basic Construction Services ($10.00/hour); Products for Sale: 6ft picnic tables, octagon picnic tables, small sheds, planter bench with dual planters, bird houses, dog houses, and wooden signs Minimum Required Donations are accepted and vary based on the service.
    • Cosmetology: Hair, Skin, and Nail Care ($10.00 per service) Minimum Required Donations are accepted and vary based on the service.
    • Culinary: Catering Services (Menus and Prices Vary) service is for pick up ONLY Minimum Required Donations are accepted and vary based on the service.
    • Welding: Basic Welding Services ($25.00); Metal Repair and Fabrication Minimum Required Donations are accepted and vary based on the service.

    Employment Certificates (Work Permits) for Minors Under Illinois Law

    Who must get a "work permit"?

    Work permits or employment certificates must be obtained from your local school district for all minors 14 and 15 years of age before beginning work.

    The Procedure

    1. After a minor has found a job, they will need a “letter of intent to hire” from the prospective employer. The prospective employer must show interest after the interview.
    2. The minor and parent/guardian must submit the letter to the school/issuing officer for an Employment Certificate via email to dekiethrich.lockett@estl189.com. Be sure to send the following information:
      1. Student Gender
      2. Student First, Middle, Last Name
      3. Student home address, City, State, Zip Code
      4. Student Phone #
      5. Email to be sent
    3. If a prospective employer shows interest after the interview.

    1. The issuing officer will review student records in skyward, employment safety, and check for conflicts with school schedules. If everything is approved, then the student will be issued an Employment Certificate to submit to their new employer.
    2. Employment Certificate will be emailed to student or parent/guardian 

    Hours students can work

    During the school year: 

    • Between 7 a.m. and 7 p.m.
    • Up to 3 hours per school day when school & work hours are not combined
    • Up to 8 hours per school day when school & work hours are combined
    • Up to 8 hours on a non-school day
    • Up to 24 hours per weekNot more than six consecutive days

    During summer break June 1st through Labor Day: 

    • Between 7 a.m. and 9 p.m.
    • Up to 48 hours per week
    • Not more than six consecutive days 

    Occupations denied to minors 

    (820 ILCS 205/7) (from Ch. 48, par. 31.7)                            

    Sec. 7. No minor under 16 years of age shall be employed, permitted or allowed to work:    

    In, about or in connection with any public messenger or delivery service, bowling alley, pool room, billiard room, skating rink, exhibition park or place of amusement, garage, or as a bell-boy in any hotel or rooming house or about or in connection with power-driven machinery; except this subsection shall not apply to ice skating rinks owned and operated by a school or unit of local government.

    • Any work on premises where liquor is served.
    • Any work at filling or service stations
    • Any work involving the operation/maintenance of power-driven food slicers, stoves, or ovens
    • Any work requiring the use of hoisting apparatus or other power-driven machinery.
    • Any occupation in construction, including demolition and repair
    • Any work involving the use of ladders, scaffolds, or their substitutes
    • Any work involving contact with moving vehicles
    • Any work involving laundry, dry-cleaning or rug cleaning equipment
    • Any work on premises where goods are manufactured, mined, or otherwise processedActing as a public messenger  Loading/unloading goods to or from trucks, railroad cars, or conveyors
